Here's the thing -- Kafimur knows English. His grasp of the language might not be hot at times, but he understands the majority of what people are saying. I've talked to him, several of his friends (or bots, whatever they really are), and can fairly well carry on a conversation where we both understand one another. The simple truth of the matter isn't a communication barrier, but he's a guy that knows what he's doing isn't acceptable by the mainstream community and probably also knows that the chances of something being done about his antics are slim to none. Thus he goes on about doing his own thing, posting off-the-wall apps to high-end guilds (I think he's posted 3 or 4 rather humorous ones on our boards), and griefing anyone that has the pleasure of coming into contact with him.

I haven't personally had any bad experiences with him, but it's kind of difficult to train or grief a bard to any extent. I'll run by him in MPG or WoS, get an occasional hail from him, but I rarely stop in his vicinity long enough to warrant any trouble. I've had him log into game in the middle of some of my groups and just dink around in that area with us (like engage our mobs and appear to want to KS us or something), but beyond that he's never given me much aside from some comic relief. That isn't to say I agree with anything he's done to others, but it is quite apparent he understands English enough and is familiar enough with people around him to know he's being an ass and won't see any repercussions from it. So passing his behaviour off as a cultural or language barrier is weak at best--the guy knows what he's doing ;)
