You're missing one of the biggest purposes for existence of NCLB. Bush and the GOP realized public education was getting destroyed by leftwing academia and the teacher's unions. In their eyes, public education was their method to indoctrinate the nation's youth with their ideological views of social injustice. NCLB's primary purpose was to attempt to lessen the control of these two institutions over education. One way it did this was to try and change the focus of public education back to the basics of reading, writing, an arithmetic versus focusing on social injustice indoctrination. This is the main reason the left hated NCLB and classify it as a failure. They don't like anything that actually holds them accountable for teaching basic skills.
